Laying telecommunications cable

Hello everyone,

As part of our house construction, Telekom brought a cable that is laid in the supply/drainage trench by our excavator together with the various pipes.
There was a note to please pull the cable through an extra conduit.
Our excavator has now laid the cable in the trench without pulling it through a conduit.
The trench is already half (30 m) completed and closed again.
It was noticed because I asked my husband how the cable was laid. He doesn’t think it’s serious either. He does not want to open the trench again.
In my opinion, the excavator simply forgot it.

Therefore my questions: leave it as is or better to open it again?
Will Telekom complain?

According to Telekom, the telephone cable may be laid without a conduit. Safety distances to other utilities must be observed. A warning tape must also be laid. This is all stated on the information sheet that the client receives from Telekom upon order confirmation.

You should have contractually agreed on something regarding the Telekom cable, and the civil engineer should then carry that out accordingly. In principle, I would always put something like that in an empty conduit, but presumably it's not a disaster without it either.

We gave the information sheet to the civil engineer. He has been in the business for over 20 years. He simply forgot that the cable was supposed to be laid in a conduit. He thinks that if the cable still has to be pulled through a conduit, the trench must be opened by hand because there are still more conduits (Gas, Water, Wastewater x2) in the trench. Although at different depths, but who knows what else might go wrong. This part has also already been approved by the civil engineering office. We have now decided to have the remaining 30 m laid in a conduit and the completed section will remain as it is for the time being. Thank you for the responses.
