Is the new roof here leaking?

Dear community,

We have bought a terraced house that is being constructed by a construction coordinator. We are buying it turnkey. The situation is as follows:

On 31.12.2016 we inspected the house. In the attic, which is to be converted, we noticed small half-dried puddles on the floor. See photos in the attachment.
The grey is probably the underlay membrane. Along the edge between two sheets, it seems there has been dripping.
Two to three days before the pictures were taken, it rained. The roof is already covered, but the insulation is still missing.
The construction coordinator has not yet commented and is probably on vacation until next week. What is your assessment?

Probably the construction moisture condensed on the underlay membrane, right? At the edge / overlap, the water then dripped off. I would check if the membrane is glued there if I were you.

The upper floor ceiling including insulation is still missing. Currently, the warmer construction moisture air rises upwards and cools down there, causing condensation and dripping. If the attic is not insulated, it must be completely separated from the insulated area. Access only through an insulated attic hatch, which MUST ALWAYS be closed. There are whole moldy houses because of an open attic hatch. Of course, you can use it and also climb around upstairs for half an hour sometimes. Leaving it open overnight is not so great. Of course, the roof can also be leaky, which you cannot directly see. Otherwise, stand there when it’s raining and check if it’s leaking in.

Thank you very much for the helpful and initially very reassuring answers. The roof is to be converted. So the insulation, the vapor barrier, and the ceiling are still missing.

Without thermal insulation and without installing a vapor barrier, the room cannot stay dry. During the renovation, this should be done beforehand to avoid later thermal bridges. This as a tip!
