Is a minimum 2.00m long crack in Q2 concrete normal?

We have some cracks in our terraced house that I would consider not so severe, more like hairline cracks. One of them is causing me some concern... In the stairwell, we have a crack that is over 2 meters long and does not look like it is only 0.02 meters wide... See photo. Can someone tell me if this looks harmless or would you advise consulting an expert?

Should that be concrete? I would have said plaster. What is behind the plaster? Actually concrete or other building material?
