The increase in real estate transfer tax planned by the Stuttgart government is expected to come into effect in the first week of November. The tax rate will then rise by 1.5 points to 5.0 percent.

Baden-Württemberg's Finance Minister Nils Schmid (SPD) stated in the Committee on Finance and Economy that he did not want to implement the increase "before November 4," FDP parliamentary group leader Hans-Ulrich Rülke reported. The committee approved the bill with the majority of the government factions Greens and SPD, as confirmed by Chairman Guido Wolf (CDU).

The coalition expects additional annual revenues of 355 million euros starting in 2012 and intends to use the money for early childhood education. The adoption in the state parliament is scheduled for 26.10.2011. The Green-Red coalition doubts that home builders or buyers will be deterred by the higher tax.

The additional costs averaging 2,215 euros per property purchase were said to be limited, according to the coalition. The opposition from CDU and FDP rejects the bill; the plans would make homeownership almost unaffordable for young families and burden small and medium-sized enterprises.
