How can this wall be leveled?

Dear forum members,

I will be moving into an apartment in the next few months. After removing a living room cabinet, wallpaper was revealed.
The previous tenant apparently hired a painter who removed the wallpaper around the living room cabinet and repainted the area.
This is not a problem in itself.

However, the photos show a depth difference between the newly painted wall and the "old wallpapered wall" of about 2-4mm.

I am now wondering how I can level this wall so that the depth difference will no longer be noticeable in the future.

To me, it seems as if some kind of plaster was applied under the paint.

I would be very grateful for your professional tips.
