Our architect said back then either not at all or only tilt opening

We have such a deep window in the storage room. The handle is lockable, otherwise no security. Don’t know if this is allowed.

Our windows can only be tilted open. Of course, there is also a latch so that I can fully open the windows for window cleaning. But that is secret *pst*!!!
