Guest WC - Ceiling or wall outlet?

Toilets drain ideally downwards. So floor outlet.

Or did you want to know something else after all? Then you will have to write a bit more detailed.

Oops.... um yes. I naturally meant the outlet for the lighting.

I thought the same ;) For a small guest WC, a wall outlet is sufficient. Both would be too much, and a ceiling outlet is not enough for the mirror.

I obviously meant the opening for the lighting.

Well, I must have mistyped: my thought was about the ventilation (one of the many detailed topics in building Hotzenplotz).
