Grinding concrete wall in the basement?

Hello everyone, we have a concrete cellar. We don’t want to plaster a few walls and just want to whitewash over them. At the transitions, we have some uneven spots (as can be seen in the attached photo). Do you think it can be sanded down smoothly so that it’s as straight and smooth as the rest of the concrete wall?? Many thanks for your feedback!

I would try it with a concrete grinder, but please remember to have a good extraction system, otherwise it will be a dusty affair. A concrete grinder looks similar to an angle grinder but has a diamond cup wheel and a brush ring for dust protection as well as a connection for extraction. There are concrete grinders, for example, from Eibenstock; I got my inexpensive model from the hardware store with the project advertising spots.
