General Construction Manager in Baden Württemberg

Hello everyone,

we want to build a prefabricated house 117 sqm in Baden Württemberg.
Now our prefabricated house provider told us that we also need the signature of an overall construction manager for this.

The architect commissioned for planning and building application preparation (was commissioned by the prefabricated house provider) cannot help us with who we need/can contact for this.

Do you possibly have experience with how we can solve this problem? And if yes, what the approximate additional costs are.

A prefabricated house supplier is basically just a general contractor as well, so their site manager should also be considered the general construction manager. The fact that the house manufacturer is asking for this is pretty bold – or did you skimp in the wrong place and choose someone who expects the foundation slab to be provided "on site"?

You are basically right there, if we were building in Bavaria, that would also be the case. Also with this provider, who has a "partnership" with a foundation slab builder that they sell it through. (to clarify, we live near the Bavaria/Baden-Württemberg border) In Baden-Württemberg, however, there must be some rule that generally an overall site manager is required.

Then the house manufacturer is probably more confused by the term (?) or what prevents him from naming his construction manager as such? - the municipality probably means a construction manager who is the contact person for the authority throughout the entire construction period, responsible for the timely submission from the construction notification to the completion notification.

Thanks for your reply. Unfortunately, besides what felt like 1000 phone calls and a sick child, I forgot to answer. Don't ask how many times I was sent from one person to another. Eventually, I ended up with the person responsible for building applications in the planned district. Apparently, in BaWü it really is the case that a construction manager has to be there who takes responsibility for everything and thus supervises everything. However, this does not seem to apply to prefabricated houses, because it is enough if the construction manager from the foundation builder and the one from the prefabricated house sign the building application. If it were a solid house, it wouldn’t be possible without this overall construction manager. So, all in all, lots of drama and frayed nerves for nothing. -.-

Hello LadyDisaster,

we are currently facing the same problem in Baden-Württemberg.

The prefabricated house company only signs the form for a hefty fee. You know what construction management costs on the "open market" (LPH 8).

I can still ask the basement company, but they won’t take responsibility for everything that comes after the basement trade either.

I’m quite at a loss and have already thought about construction-related controlling by TÜV or Dekra. But will that be enough?
