General Construction Manager - How to submit a general construction manager statement?

Hello everyone,

I have an inquiry regarding the overall construction manager.

We have signed a contract with a prefabricated house provider for the construction of a timber frame house. It is a plus finishing kit. The electrical work, foundation slab as well as painting/flooring work/spackling will be done on site by us or arranged by us.

For the prefabricated house and foundation slab trades, we receive a specialized construction manager declaration.

Now we are supposed to provide an overall construction manager declaration. Obviously, we don’t have one; we assumed that this would also be handled by the prefabricated house manufacturer. This caught us off guard.

We have an offer from the [Verband Privater Bauherren] and [TÜV] for construction supervision. If I understood correctly, this does not replace the construction management. Can I commission the [Verband Privater Bauherren] with the construction management?

What does this extra cost us?

What would you recommend to us?

This might sound a bit snappy, but it’s not meant that way... My recommendation would be to direct these questions to the Verband Privater Bauherren, they should be able to answer them best...

Engaging an expert from the Verband Privater Bauherren during critical phases of house construction was priced at around 300 EUR per appointment back then with us (2016) (10 appointments -> 3000 EUR). What does a complete construction management / supervision cost?

I would assume that there are also architects working within the Verband Privater Bauherren who bill construction supervision according to HOAI. Simply take the eligible construction costs, assume 3/4 rate for the architect as a worst case, look up and calculate the service phase (LPH) for construction supervision. I believe that is LPH 7 and amounts to about 1/3 (i.e. 33%) of the architect’s fee. That would be the ballpark figure I would expect.

But only the one who is supposed to carry it out knows more precisely, and in this case that would be the Verband Privater Bauherren.
