Flow meter in the heating circuit distributor: State of the art?

Hello everyone!

We built with a smaller general contractor from the area. The installer installed a heating circuit valve (HKV) without a flow meter. The item is not further specified in the bill of quantities.

A friend of mine built with the same general contractor about 30 km away (but a different installer). His heating circuit valve contains a flow meter. With the same passage in the bill of quantities.

Can flow meters in heating circuit valves be considered "state of the art"? Is there anything "concrete" about this?

Can I expect the same performance (with the same passage in the bill of quantities)?

The flow meters are not absolutely necessary for the proper functioning of the heating system. Therefore, it cannot be expected/demanded that they be installed.

well the balancing is possible without the flow meters as well, that's why those things are nice to have but not mandatory... and they are only reliable as long as the system is not affected by deposits.
