Flat roof, entrance canopy, water is standing

Hello everyone,

attached is a picture of our canopy. Water does not drain because the drain is a bit higher than the rest of the roof. Since there is also little sun there, the water remains as shown in the picture for several days. If it rains in the meantime, the puddle fills up again and it generally looks like that permanently unless it does not rain for a whole week or longer.

Botched work or what? What is your opinion?
The construction company says it is absolutely normal and permissible.

The water does not always have to drain completely. Why don't you put some nice decorative gravel on that small area if you can already look down on it from above? Cover the drain with a round grate so that enough water can always flow away.
