My property has a neighboring property on every side. There is a field at the back, and a street in front.

I once heard that the property owner is responsible for the right side. Therefore, he also has to pay for it.

If this were the case, can my neighbor on the left obligate me to give him money?

that is usually stated in the development plan, if there is one.
In NRW, these are often online.
Just call the building authority or check the building documents.

just remember that this is not generally valid,
but must explicitly apply to your residential area.

If applicable, you might also simply get an exemption permit.
