Exterior plastering - Was it done poorly?

Please take a look at the two examples. Do you think it is defective? The indentations/holes and the visible parts of the fabric are present in many places. The company claims that this will later be covered with the exterior paint, which is also mixed with plaster.

With interior plaster, this is normal and will be evened out with the second coat. I think it is the same with exterior plaster and not a defect.

Unfortunately, I am not sure.

It is not nice, but also not finished yet. I would record the locations exactly and then, when the entire trade is ready for acceptance, check those locations again carefully.

At our place, the plaster rails were too close to the masonry at that time. That would have made the thickness of the plaster too thin. Our building inspector immediately criticized this and had it redone. I cannot judge whether this is the case here as well.

I can't read that without it sounding stupid. The pictures look to me like - top: "before the top coat" - bottom: "before all measures."

I think both pictures show the condition before colored top plaster.
