Exterior area - house construction nearly completed

Hi everyone. Due to the house construction and the excavations, we only have sand as the top layer. Almost like a beach. Hard to walk on and impossible to drive on. At the front area of the property, we are almost at street level; at the back, a good part is missing. What is the best way to proceed to get nice, load-bearing soil? My suggestion as a layman: Remove the construction sand at the front and sides and transport it to the back to level it out. Then get humus or topsoil and put a nice layer on top. Would that be okay? Of course, grass and paving work are also planned. Thanks in advance.
