Development plan not clear

Hello.

2 points are unclear to me regarding the attached development plan:

4) Should it say "roof structures LIKE dormers"? What does the 1.00 m indicate?

7) I don’t understand this at all. Does one have to leave space for planting there, or only if one wants to do so for oneself?

No one knows for sure ... perhaps the justification for the development plan or a look into the presumably almost fully built-up neighborhood will help. My interpretation: roof structures are only permitted in the form of dormers (this is what dormers are called in NRW) with a maximum visible width of 1m. Such wording was often used to carry out unhindered road construction, meaning that necessary embankments in the cutting area are to be created on private properties. Once the traffic area is fully developed, this point no longer has practical significance, except for the obligation to adapt to the road heights – an indirect prohibition of retaining walls, so to speak. Here too, it is worth taking a look at the neighborhood.

That probably only applies to the strip along the street, right? The plot has the "problem" of being estimated about 2 meters above street level. Steep embankment directly after the street across the entire width, but the rest is flat.

I found a few photos showing that at least 2 of the surrounding houses have properly sized dormers. I will be on site in the next few days and will also take a look at the rest.


One more thing.

How am I supposed to interpret the building envelope here?

After reading 4. and 5. several times, I suspect that the "up to max. 1.00 m" got misplaced. Under 4. it is pointless without specifying width or height, at least ambiguous, and in 5. everything after the comma is pointless without specifying a maximum value. Five meters distance to the traffic area and 13m building depth.
