Determine the height of the house

we are now ready and will soon start with the house construction. The surveyor was here today for the rough staking out. However, I just noticed that the house is a bit too low. The foundation slab would be approximately 30 cm below the existing sewer. Unfortunately, that is how it is shown in the plan. Can we raise the house a bit? We haven't excavated yet.

In principle, you should build as applied for. The reference heights are actually stated in the development plan (in our case, it was specified at what height the houses have to be). If the sewer is higher (in our case also because of the basement), there are lifting stations (costing around 400€) that can be used to pump the waste up.
