1. If you already own the building plot, no one can forbid you from going there. It's like going out into your garden. No one can forbid you that.
2. As a builder, you legally bear sufficient responsibility towards others! Also towards construction helpers or the employees of the construction company. I will not go into more detail here. Therefore, you have both the right and the duty to inform yourself about this and to check it. The builder must also be held accountable!
3. Freedom of movement is enshrined in the German Basic Law. Therefore, Bavaria issued this "regulation." The Basic Law generally takes precedence over everything. For this reason, the government will issue changes tomorrow to legally override this clause!

P.S. I would just go there after the work by the construction workers is finished and not touch anything or wear disposable gloves.

So the Bavarian curfew is probably not "proper" or effective? Interesting understanding of the law... tomorrow it is about something completely different.... namely the bundling of competencies in a federal system.
