Cultivating farmland? What conditions must be met?

Does anyone of you know what the requirements are to be allowed to build a house on arable land? I know, of course, that it is almost impossible to convert arable land into building land. But.... farmers are allowed to do this. So what requirements must be met? Do you have to be engaged in agriculture, do you have to be a farmer or agricultural economist, can you also grow windfall fruit...... what about flower cultivation... just ask your responsible building authority, they know the regulations and can provide you with information. If there is a possibility for development, also pay attention to the development costs.
