Converting grassland into building land - is there a legal obligation to give something up?

Hello,

we own grassland which became land designated for development under the framework of the development plan.

Now it's about the reallocation of our property to building land.

If I am correctly informed, all owners' land is pooled together and it is calculated how much percent of the land must be given up for the development.

The city's statement now is (before even a single street has been measured) that about 50% of the property must be given up.

The reason for this is partly the development (streets, green spaces, etc.) and partly some environmental issues which I can't understand and hadn't heard of before.

I have read that by law not more than 30% may be "taken away." Anything above that must be compensated.

Has anyone had a similar experience?
Is that correct?
How much can the city take?
Are there different numbers?

If it depends on the federal state, we are in Hesse.
