I have to notify the start before the construction begins. However, on the same form, it should already indicate that the building area has been staked out. But you only do that once construction (excavation) has started. Or am I misunderstanding that?

When building with a basement, a rough staking with wooden pegs is usually carried out (accuracy approx. 10cm), so that the excavation contractor knows where the construction pit should be. Once this is done, you submit the [Baubeginnanzeige].

The rough staking out is to take place on the same day as the excavation...

... which is not a problem. ;) You are only supposed to notify the building authority of the start of construction so they are aware of it. The building permit is already available.
