I don’t understand the question.
Most construction, i.e. work contracts (also according to VOB) are signed before the building application and thus before approval.

But nothing may be done that is not approved. Even if it is stated in the contract?

Go to the lawyer. But with a few more words, otherwise it will be similarly fruitless.

Does the contract have a severability clause?
