Construction-accompanying quality control with the Building Owners' Protection Association or HOAI?

Hello dear construction community,

we have obtained several offers from construction supervisors. We like the offer from the Dipl.Ing of the Bauherrenschutzbund in Erfurt the most. A total of 12 appointments on the construction site and the final acceptance are planned. The price is okay, but there is an additional 800 euros for travel expenses to Apolda and travel times.

Now I have discovered a construction surveyor, construction supervisor near Apolda who also has many years of experience. However, he gave me an offer according to HOAI, which is more than 1,200 euros more expensive than that of the BHB and therefore too expensive (over 3,200 euros gross).

What do you think?
Is it sufficient to arrange the construction supervision through the BHB or is it absolutely necessary to commission a more in-depth and comprehensive supervision according to HOAI?

First of all - according to all experience, the first one will end up with the same fee as the expert billing according to HOAI.

This is also due to the nature - type and scope - of the matter. While an architect/sworn and publicly appointed expert is obliged not to fall below the minimum rates of HOAI (which is strictly punished by German courts => unfair competition), the "independent" expert can determine his own fees; however, he "balances" this freely negotiated fee against the actual costs incurred - as mentioned in the post - almost aligning it with the minimum rates of HOAI. This is not incomprehensible upon closer analysis, because the effort - carried out professionally - does not decrease just because a title in the salutation is missing.

Ultimately, you have to decide for yourself - both options seem reputable, although personally I would always prefer "short distances" - especially under the previously mentioned conditions.

I agree with that....with the short distances. After all, the surveyor lives in the neighboring village, so he can be reached quickly if there's ever an emergency. I once sent him the key data of the offer from [BHB] and asked for a comparable offer without construction supervision according to [HOAI].

What tasks is the expert supposed to take on, and who is to be appointed as the site manager in accordance with the state building regulations?
