Completion of rough installation of underfloor heating system

Hello everyone, quick question: Can someone with experience say when the rough installation of a heating system (pure underfloor heating) is considered completed? What is absolutely required? What is not? Please no general opinions, only real experiences... Thanks in advance!

Seriously?

There are plenty of legal commentaries on this. You don’t need to be a specialist or expert for that.

Using Google, in this case with "Rohinstallation Heizung," is completely sufficient.

The first result (from elektro.net) is a PDF that explains what is meant by Rohinstallation (also for heating systems) and even describes special features.

Tendentially, the completion should be done when all (heating) pipes are laid, which will later be embedded in plaster or screed.
