Chair rail concrete floor look

Hello We are getting a Beton Cire floor in the hallway. We do not want any chair rails. Which paint can I use here to avoid damaging the wall paint when mopping and cleaning the floor? Latex paint? Please provide feedback thank you

Chair moldings are those for the chair and seat backs? And when mopping, they should be (no) baseboards?
