Building height vs. street height assessment - evaluation, experience?

Good day everyone,

we are currently entering the "hot" phase, which means it is finally starting. In the past weeks, we had elevations determined by the architect, surveyor, and civil engineer, and established them for the final execution of the earthworks.

This Monday, there was a slight change made "for safety" (higher building). Since I cannot assess this with all consequences myself, I would like to have your opinions on whether everything is coherent.
The neighbor is generally higher and will set corresponding L stones in the garden area, which will remain lower later; he assured that immediately and it is not a problem.

I am attaching the relevant pictures and look forward to some opinions.

What may not be directly clear summarized:
Current plan
Top of finished floor (OK FF) 47.50
Top of foundation (OK Sohle) 47.18
Top of shaft (on the property) 47.17
Top of shaft (street) 47.27

This would mean one step at the entrance to the house to reach the finished floor height. The rest would be about a 3% slope to the shaft at 47.17.

The neighbor would thus be at the house level with the terrain height at about 47.43, slightly below my OK FF 47.50. In the garden, we would make 2 steps to reach the lower level, since the area will not be completely filled (would that be a good idea? Price aside).

You do have flat terrain, so it would be foolish to sit on an artificial hill. A proper ring drainage around the house, then one step to the door is enough. It makes the entire garden construction thousands cheaper. Therefore, I say, definitely not higher, rather as low as possible. K.

Street already developed, heights there therefore final?

If not: They will later be significantly higher with sidewalk, curb, and slope.

A ring drainage is, to my knowledge, not planned, only the drainage through the slope and the corresponding heights of the house.

The street height has been finally communicated by the municipality, and the height of the manhole covers (which already exist) has been taken as a reference. If the manhole cover is on the provisional road (final development only at 80% construction completion in the construction area), it will not change anymore, will it?

I think this is the relevant passage from the email correspondence to the builders:

Attached you will find the revision plan.

The house connection manhole covers on your property are approximately at the level of the curb edge, which will be set in the final construction. Manhole covers in the side streets are raised to approximately street level.

A ring drainage provides safety during heavy rain and is cheaper than many earthworks. Talk to your civil engineer about it. Keep the terrain as untouched as possible and solve the drainage through drainage in the gravel bed.
