Building expert or lawyer? Who can help us?

we have a problem with our balcony exit the developer says everything was installed according to regulations (and the work plan) however, the access to the balcony did not become a door (as imagined based on the work plans) but only a large window, with a passage height of about 170 cm and an interior/exterior windowsill together forming an obstacle of over 50 cm to overcome. since we are laypeople, we cannot argue technically enough with the developer. what should we do in such a case? go to a lawyer? hire a building expert? or??? the problem is, if we hire a building expert, it will initially cost us a few hundred euros but we do not know if he can really help us in the end? therefore the question is, is the building expert the right and only contact for such cases? and/or how can one at least get a realistic assessment in advance whether our problem can be solved somehow? so if a building expert could just tell me in advance "yes, I have a working idea..." I would also be willing to invest around 300,- for the expert and then listen to his proposed solution. and it would be nice if he also supported us in implementing the solution with the developer thanks and regards!

Is this the case that has already been fully discussed in the green forum? If not, I could offer a link where exactly this issue (or at least a similar problem) has just been discussed.

Whether it should be a door or a large window should be recognizable in the shop drawing. Could you maybe post the corresponding excerpt here? If, according to the shop drawing, it is a window, you can probably save yourself the rest.

If I understand correctly, the plan shows a parapet height of 27 cm. That is definitely not flush with the floor. Nothing more precise can be seen in the picture, since the dimensioning is not shown. Everything else has already been addressed in the green forum as far as I could skim through. From my perspective, a lawyer or building expert won't help you much :(

If you do not have a program to remove the name of the architect and/or provider, you can send me the floor plan and I will remove all names that might allow conclusions.
