Building application for privacy screen at the property boundary

Hello,

we want to build a privacy fence on the property boundary, 1.90 m high and 15 meters long…

Now it reads that you have to submit a building application for this (allowed only up to a height of 1.50 m with unlimited length, between 1.51 m and 2.0 m height max. 5.0 m length) according to the [Landesbauordnung].

Does anyone know how this works? Submit the application and they decide, or does, for example, the neighbor have to agree?

Here in NRW, a "real" building application had to be submitted, including a drawing (also exact details about the fence = material, color, etc.). However, the application does not have to be submitted by the architect. No approvals were necessary.

Ask your building authority, they know that. Also regarding any approvals. It may be that different regulations apply locally in your area than those anchored in the state building code. If there are no local (development plan or municipal statute) regulations, the state building code applies.
