Buildable with 2 floors, does the attic count?

Hi, if a plot is developable according to the development plan with a 2-story single-family house, does that mean ground floor + attic or ground floor + upper floor without attic? Or ground floor, upper floor, and attic?

And is there a definition of a single-family house regarding the size? Is a single-family house then still allowed to have 2 garages?

That means everywhere in Germany: ground floor + upper floor and attic max 75% of the upper floor, if the permitted building height/roof pitch allows for a finished attic.
