Build privacy screen / boundary wall - secure slope with L-shaped stones?

I urgently ask for help!

We have the boundary with the neighbors running in the middle of a slope. (see sketch)

My question:

Am I allowed to secure the slope with L-shaped stones like this and, as shown in the sketch, place a 1.6m privacy fence made of gabions above the wall?

I know that you are allowed to place a 2m fence on the boundary, but how is it in my case?

Your project concerns the Building Regulations NRW, the Neighbor Law NRW, and possibly local regulations (e.g., development plan). Regarding the Building Regulations NRW, I see no difficulties (exempt from approval and not relevant to setback areas). Regarding the other regulations, I recommend the local building advisory service. They can tell you whether there are statutes for your property and whether a gabion wall is customary in the area or neighbor approvals are required.
