I would like to build a rooftop terrace, but I have no experience with it yet. Therefore, I have a few questions for you professionals. Do I need a building permit for it? Can I build it myself or is it better to have a professional do it? What do I need to pay special attention to during the construction?

If the roof terrace was not part of the original building application, you need a new building application for it. You then want to change the function. I would not trust myself to assess the structural design and to install the waterproofing so that everything is really tight. Theoretically, you can always do everything yourself (except structural calculations and building application).
