Blocked account/bank guarantee as security for the municipality

we want to start construction in just under a month. The construction site will be accessed via a municipal forest road. For any possible damage to this road, the municipality requires from us a bank guarantee or a savings book/block account as security, which is deposited and over which we may not have disposal without the municipality's consent. A number of inquiries both at our house banks and several other banks somehow lead to the result that neither such a bank guarantee nor a savings book, block account, or similar still seems to be common or offered.

Since there are certainly people from the business reading here: Does anyone have a recommendation regarding a bank where we can still try? By now, we would prefer to simply put the money with the municipality in their account, but that again does not seem to be quite so easily feasible for the municipality...

Thank you. We have already discussed this as a solution with one or the other bank. However, the prerequisite for this is that there is a "genuine" rental agreement for residential property. Unfortunately, our contract with the municipality/forestry office looks a bit different and is also not for residential property, so that probably rules it out.

Simply open an account and pledge it to the municipality. Where is the problem?

That was also our expectation, which, however, has so far been disappointed by all the banks we have spoken to (and there were by far not only direct banks among them). We can consider pledging, thank you. However, the banks also seemed to primarily classify this as rental security and find it difficult to apply it to our case.

What amount are we talking about? Simply transferring it to the municipality including retransfer upon sale is not possible? The money is mentally gone anyway or not available to you.
