Attic with roof terrace -> full floor calculation

Hello everyone,
I am currently planning the renovation of my parents' house and have a question about the calculation of the full floor. Upon request, I received an excerpt from the building authority defining the calculation... unfortunately, I am not quite clear about it:

For a full floor, the attic must have a clear height of at least 2.3 m over 2/3 of the area of the floor below. How is this now if a roof terrace is planned? As far as I understand, it does not have a clear height... does it then count towards the area above 2.3 m or below 2.3 m... in newer plans I have read that a roof terrace is not taken into account in the calculation... however, due to the wording "the floor area of the floor below," the roof terrace should also be considered...

The exact background is that I am not allowed to build another full floor, so it would be interesting for me whether a full floor can be avoided by an attic expansion with dormers if I plan a somewhat larger roof terrace.

So I still don't quite understand, why do you want to make the roof terrace bigger? What do you expect from it? The attic may still only have a height of more than 2.30 m on a maximum of 2/3 of the area (based on the floor below). That means if the floor below the attic is, for example, set at 80m², then you are allowed in the attic to exceed the clear height of 2.30 m on a maximum of 53m² (floor area). A roof terrace of an absolutely exaggerated 100m² won't do you any good.

It is also possible that I am interpreting everything a bit wrong and misrepresenting it so that it fits for me... my thought is, if, as in your example, the lower floor has 80m² and there is a 27m² roof terrace on the roof, does the rest of the floor (so the 53m²) then have to have the full height clearance of 2.30m+?

So I don't mean a detached roof terrace (or whatever it's called....), but something along those lines, just with the rest of the floor at full floor height....

Just define enclosing walls. Deal with clear room height and just leave out the roof terrace.

That's how it should actually be! Because in the end, it's purely about the fact that at most 2/3 of the attic have the clear room height. The roof terrace does not count towards that, so you could design the remaining 1/3 as a roof terrace or you have a clear height of <2.30m there.

The only restriction for the attic not to be considered a full floor is that you have a clear height of 2.30m on at most 2/3 of the area.

Enclosing walls are the exterior walls of the house... however, these are only used in the extract as a basis for calculating the floor area which is not really relevant to me (floor area ratio of 0.7 and a plot of 1016m²... current ground area currently about 140m² with 1 full floor... therefore I still have a lot of leeway with the floor area.) I have actually already read quite a bit about clear room height etc... I do not exactly understand why I should leave out the roof terrace... since I definitely want it and actually only want to know whether it is counted towards the area with a room height less than 2.3m.
