If changes were allowed at will after submitting the approval-free building permit, the question would inevitably arise as to what purpose a building application serves at all?

You can enlarge windows to a certain extent; reducing or omitting them is problematic if the required lighting area is undershot or if, for example, a second escape route in the attic/upper floor would be eliminated.

Regarding the external dimensions and color, I would keep my hands off without a supplement to the building application or a modification application, as you say. It will be expensive if the building inspection comes by.
