Air-Water Heat Pump: Ices up, Noisy, Continuous Load?

Hello,

I am new to the subject and have a few questions:
We are currently in the final phase of house construction and have received our heating system (currently still connected via construction power). The building is currently being "dried".
Points that I do not like right now:

1. Unfortunately, the outdoor unit was mounted on the house wall and not decoupled as discussed (it was planned to be on the garage or in front/next to the house). What can still be saved here? As is often the case: not documented in writing.

2. What I noticed: the side opening of the outdoor unit is partially iced over (8-13°C), or completely iced over (currently 6°C and less down to -5°C). I have not yet experienced a defrosting automatic function "live," but I am only there for a few hours to talk to craftsmen or to ventilate. In the settings (I only superficially tried), I only see "99% load" and the second heat source is "active," permanently. Is this normal? The room temperature is currently set to 24°C, and that is approximately what we have.

3. I find the outdoor unit very loud and am afraid that this could cause problems with me and my neighbor, i.e., I feel the vibrations throughout the house, I hear the outdoor unit upstairs as well, and it is not exactly quiet outside either. The "fan runs almost continuously at higher speed, the system hardly goes down. Annoying.

The plumber has already been here and corrected something (don’t know what), as well as the manufacturer's customer service. Nothing has really helped so far.

Information about the house:
KFW55 city villa, 140 sqm, detached, 24 cm pumice stone with 18 cm external thermal insulation composite system (ETICS), decentralized ventilation (Inventer), air-water heat pump (Weishaupt WWP L 7 AERS with 200l domestic hot water storage), underfloor heating everywhere, outdoor unit directly at the utility room.

I hope you can provide assistance here, as I have been around here for a while reading along.

If a drying program is running, it probably operates at max power, wait for normal operation and then decide if it is still disturbing.

Thanks first of all.
I'm just afraid (and wanted to point it out early enough) that if the heating system ramps up later, it will be the same. Sleeping or working is currently not possible (vibrations in the house, noise).
And is the icing really normal even at high outside temperatures?
The heating has now been running for weeks... Interior work is supposed to start in week 49 (tiles, etc.).
Otherwise, only a few things have been noticed so far, the work seems to have been carried out well so far, mostly brand-name products, craftsmen from the area.
I think for the acceptance (after the BD test in February) one should still call in a specialist, right?

It should all be okay, but already look forward to the electricity bill...

Later on, the system will only rarely run at full load... then it will be quieter...

Nevertheless, you can already expect that the fan will run from time to time and thus the system will be audible.

If you want this decoupled, then you have to talk to your [GÜ], who will of course do that for an extra charge.

The icing is normal... it is just a reverse refrigerator...

I have also realized with dismay... And the construction electricity (which according to Bt is supposed to be cheap) is 10 cents more expensive than the regular electricity... Then I'll just wait...

So that your outdoor unit is so loud would annoy me extremely. Our Vaillant with Papst fan is even discreet and quiet at full power... Nothing vibrates there!!?
