Advance request for examination of building application / building permit

Hello everyone,

my boyfriend and I plan to build a single-family house in Vorpommern-Greifswald this year.
The building application was submitted 5 weeks ago.
Only yesterday, after multiple phone calls with the caseworker, the confirmation of receipt arrived.
Today, an advance payment request for the examination of the application followed. The lady refers to paragraph 16 of the Verwaltungs kostengesetz of the state MV.
She writes that she makes the further processing of the application dependent on the advance payment.

In my opinion, this is pure harassment. The fee, which is set here at 1200 Euros, is merely an approximate value of the final costs.

I have to mention that this caseworker is known in our region for delaying deadlines and looking for errors in the application like a needle in a haystack.

My question now is, what experiences have you had?
Has anyone ever had to make such an advance payment?
Could I have a means of recourse against this woman?

Here in SH completely unusual. And a building permit cost me a good 800,- fee. Final price, to be paid four weeks after the notice. However, what is your state law? That alone counts.

Holy sh***, those are prices. The building permit cost us 450 €. If it had just remained a pure cutout, it would have only been 50 €...

On the topic: sounds pretty strange to me, but you probably won't have much choice but to pay up.

Andreas, for aesthetic reasons I have also ordered the version with real ink, without [Rec.Papier], and with seal and oak leaves with swords. It was worth it to me; I preferred to save on the windows rather than on the building permit. Smile smile.

Well, the state law says that the offices CAN demand this advance payment. I find it outrageous, as this unnecessarily prolongs the processing time even further. But apparently, this is valuable time for the case workers, as I was told on the phone that the approval can take up to 6 months and some cases have already slipped into fictitious approval. So I also guess that we will have no choice but to pay and continue twiddling our thumbs. In the meantime, I heard from a friend that it was the same for her. So hopefully it’s not just harassment by the case worker.
